Call for Tender – Accounting Services

Introduction

The European Left Alliance is seeking a qualified external service provider to deliver a comprehensive suite of accounting, financial management, and compliance services. The services will support our day-to-day operations, ensure full conformity with Belgian fiscal legislation and EU regulations that apply to NGOs, political parties and foundations, and provide reliable financial reporting for internal and external stakeholders.

About the European Left Alliance

The European Left Alliance for the People and the Planet (ELA) is a European Political Party that unites green left and feminist parties in order to build another Europe of cooperation, social progress and workers’ rights, peace, solidarity, equality, climate justice, environmental protection, and sustainable development. Because the anticipated spend exceeds €60 000 over the contract period, a competitive tender is required in accordance with our internal procurement policy and applicable public-procurement rules.

Scope of Services

The contractor shall provide, on an ongoing basis, the following services:

  • Bookkeeping;
  • Financial Reporting;
  • Preparation and Guidance of Audit;
  • HR Services, e.g. advice on legal framework, liaise with social secretariat;
  • EU and BE Fiscal Compliance;
  • EU-Regulatory Compliance;
  • Ad-hoc Advisory on finances, contracts, regulatory frameworks applicable.

The provider must allocate a dedicated accountant who will be present on-site once per week and act as the primary point of contact. The contractor must also be able to adapt resources quickly when workload peaks.

Contract

The total estimated value ranges from 2,500€ to 5,000€ per month (including VAT), or 30,000€ to 60,000€ per year, with a potential fluctuation of 15% between the estimated and actual figures. The contract will last for two years, with an optional renewal clause for an additional two years to be negotiated at the end of the term. The start date will be agreed upon with the successful bidder but must not exceed one month after the award notification. On-site work will be conducted at ELA’s office located at Mundo Matongé, Rue d’Edimbourg 26, 1050 Brussels.

Eligibility Criteria

Economic operators must satisfy all of the following criteria:

  • Possess legal capacity under Belgian law to enter into a service contract;
  • Have relevant professional experience and certification necessary to provide accounting services;
  • Must be financially solvent and free from legal restriction on contracting;
  • Must not be in bankruptcy, liquidation, or subject to insolvency proceedings.

Selection Criteria

Each bid will be assessed against four weighted criteria. Every criterion is scored out of 10 points; the points are then multiplied by the weight shown and summed to produce a maximum of 100 points. The highest-scoring bidder will be awarded the contract.

Professional certifications: Valid relevant certifications (10%). Relevant experience: Demonstrated work experience with NGOs, EU-funded organisations, political parties or foundations; proven familiarity with Belgian fiscal requirements and EU regulations for such entities (40%). Availability: Presence of a dedicated on-site person each week, ability to provide ad-hoc support, and capacity to increase resources when needed (30%). Price: Competitive, transparent pricing as presented in the proposal (20%).

Submission instructions

Bidders are invited to submit (1) a proposal in English, containing the following sections:

  • Company legal name, registration number, and address;
  • Professional Certifications held by team members who will work on the contract;
  • Summary of previous experience with NGOs, EU-funded organisations, European Political Parties or Foundations;
  • Availability proposal;
  • Price offer including detailed monthly fee, expressed in euros, VAT included;

and (2) a signed Statement of Intent (please use the document hyperlinked), to be received with the tender documents.

Requests for clarification must be made before 6 February 2026, 17:00 CET, via contact@leftalliance.eu.

All submissions must be emailed to contact@leftalliance.eu no later than 13 February 2026, 17:00 CET.

The selection committee will evaluate all proposals, the award notification will be issued within 10 working days from the submission deadline.

Terms and Conditions

A selection committee will be appointed to review the tenders. ELA reserves the right to reject proposals, to relaunch the call for proposals if necessary, or to terminate the process before a contract is concluded.

All bids are treated as confidential and stored securely in accordance with GDPR. By submitting an offer, bidders consent to the processing of their personal data solely for the purpose of evaluating this procurement.

Clarification requests received fewer than seven days before the deadline may not be answered.

Submitting a proposal signifies acceptance of these terms and, if awarded, binds the successful contractor to the contract’s obligations; the outcome will be communicated electronically.
